High-quality implementation of the project is the most important part of using the grants from the EU funds Applicants wishing to use EU grants have to be aware that the procedure of obtaining grants can be time consuming while getting funds - especially now when Croatia is a member state of the EU (unless otherwise specified in the Call for Proposals) - will most likely be retroactive (reimbursement) or only after the beneficiary, upon completion of the approved project, submits all invoices and justifies all costs. Also, applicants are required to submit quarterly (progress) reports (Zahtjev za nadoknadu sredstava - ZNS) where, next to information on project progress, applicants also submit incurred expenses for reimburesement. Grant funds are awarded only after the successful approval of the "ZNS" reports and the accompanying evidence about the proper use and management of the finances. Contracting authorities who "channel" the usage of EU funds are responsible for monitoring of progress in project implementation and execution of contractual obligations in an appropriate manner and in accordance with agreed terms in the Grant Contract. The details of each project phase can be found in work descriptions and / or technical specifications, and are confirmed in the initial report of each project. These details also contain information on the requirements and deadlines for the submission of interim and final reports. The purpose of monitoring project implementation: - Ensuring project monitoring from a technical and administrative point of view - Ensuring the implementation of the contract in the correct manner and in accordance with the deadlines - Ensuring timely detection of deviations in contract performance - Implementation of measures for mitigation or elimination of discrepancies or other deficiencies in the contract. Monitoring activities include: - Approval of the report drawn up by contracting parties - Visiting the project location - Monitoring activities in relation to the work plan approved in the initial phase of the project - Monitoring of expenditures related to the budget approved in the contract - Contacts with all parties involved in project implementation - Resolving and monitoring problems - Preparation of reports and consequent decisions / recommendations (eg. requests for amendments to the contract, etc.) - Changes of the contract (if necessary). After the beginning of the execution of the contract, procurement specialist prepares a plan of activities related to monitoring of the implementation (including a visit of the project location).
